The Provincial People’s Committee has just issued an implementation plan for
Directive No. 10/CT-TTg dated March 25, 2025, by the Prime Minister on
promoting the development of small and medium-sized enterprises (SMEs).
The objective of
the Plan is to foster the rapid and sustainable development of SMEs, aiming to
increase their quantity, quality, scale, operational efficiency, and
significant contribution to the economy. The target is to have at least 3,000
additional enterprises by 2030. The Plan emphasizes strong support for SME development,
focusing on innovative startups; enhancing competitiveness to join value
chains; digital transformation, green transition, and new business models; and
strengthening the application of technology, innovation, and digitalization. The
Plan calls for a strong sense of responsibility, placing citizens and
businesses at the core, viewing their difficulties as shared challenges to
proactively support, accompany, and resolve. It promotes the role of business
associations, industry associations, and professional associations as
representatives of the business community, serving as a bridge between
enterprises and provincial departments, sectors, and localities. SMEs are
encouraged to be proactive, innovative, flexible, bold, and driven by a strong
aspiration to expand their production and business activities, contribute to both
personal and societal prosperity.
Accordingly, the
Provincial People’s Committee requests departments and agencies to coordinate
with localities and related units to improve policies and legal frameworks,
reform administrative procedures, and create a favorable and equitable
investment and business environment for SMEs. Proper planning and
infrastructure development must be ensured to support SME growth. The Plan also
includes facilitating SME access to finance and credit, enhancing workforce
quality, promoting digital transformation, increasing labor productivity,
building Vietnamese corporate brands, expanding markets, and integrating into
value chains. Additional support includes innovation, legal consulting,
governance assistance, and information services. The role of business
associations and industry organizations as the voice of the business community
should be further promoted.
